PPE checking and annual review: obligations and good practice

Can you remind us why annual PPE revision is necessary?

Paul-Henri Fleury: It is imposed by the regulations for category 3 PPE and to comply with the standards governing the different product families. For fall arrest PPE, for example, standard EN365 defines the general requirements for use, maintenance, periodic inspection, repair and marking.
 

Does PPE testing follow a fixed schedule?

 

Paul-Henri Fleury: Revision is not based on a fixed annual calendar, but depends on the date when the product was first used. As long as a PPE product has not been put into service and is stored under normal conditions, there is no reason to carry out an inspection. It is the first use that triggers this process (with a few rare exceptions from other PPE manufacturers). 

In some EMEA countries, however, a product must be inspected if it has been stored for a long time, even if it has never been used.
 

How do companies manage this periodic verification of PPE?

Paul-Henri Fleury: In large companies, there is often a person responsible for the PPE fleet who plans a few days dedicated to the annual overhaul rather than carrying out checks spread out over the whole year. This allows us to anticipate the unavailability of equipment and possibly the stoppage of certain production lines.
 

What are the different types of inspections carried out on PPE?

 

Paul-Henri Fleury: There are four types of inspection:

  • Daily inspection: this is a quick visual check carried out by the worker before each use. It ensures that the product is working properly,
  • inspection after a particular event: for example, after a fall, all the equipment that has been subjected to stress must be inspected by an authorised person,
  • The annual inspection consists of two parts:
  1. a visual inspection (dedicated to the majority of fall prevention PPE) carried out by an authorised person;
  2. a mechanical inspection for equipment containing internal systems (and therefore not visually verifiable) such as braking and energy absorption mechanisms, for example.
     

How long does a visual inspection of PPE take?

Paul-Henri Fleury: This varies according to the number of PPEs to be inspected and the type of product or products to be inspected. 

An inspection of a standard product, such as an energy absorber, takes about 5 minutes: 

  • We check the standards marking, the history of the product and its lifespan
  • We then inspect various elements considered key to the product's smooth operation. 
  • Finally, for some products, a functional test can be carried out. 

 

Taken together, these elements make it possible to decide whether the product should be scrapped or validated and therefore kept for a new period of use. This inspection must be carried out by a trained and accredited person. 

 

Within Delta Plus, we have accredited people who can occasionally visit our customers. But above all, we have relays with people trained by our distributors. 

For large companies, we recommend that the person in charge of the PPE fleet be trained in this procedure. Delta Plus offers this type of training, particularly for fall arrest products, via our ALPIC training centre.

 

How is the mechanical inspection carried out ?

Paul-Henri Fleury: This is carried out either in-house or by our network of approved centres. Companies then have to send us their products. The process can take between two and four weeks, depending on the availability of spare parts. Some companies anticipate this by having replacement PPE to avoid any business interruption.

Paul-Henri Fleury: Indeed. First of all, we have equipped almost all our products with NFC chips to facilitate traceability. We have also developed two applications available on Android and Apple:

  • DELTA PLUS CONSUMER allows users to record the data and date of first use of their PPE,
  • DELTA PLUS CHECKER sends notifications to the person in charge of inspections when revision is required.

What advice would you give companies to extend the life of their PPE?

 

Paul-Henri Fleury: Users must be trained in the use, storage and maintenance of PPE. Incorrect storage, for example in a damp, oily or dusty environment, can lead to premature wear and additional costs due to the premature disposal of equipment.
